The project “Rehabilitation System: Services for the Disabled” is realized within the Program of Co-operation between the European Union and Russia. The project has started on March 15, 2007 and will end on December 31, 2009. The Russian Project Partner is the Department of Development of Social Protection of the Ministry of Health and Social Development of the Russian Federation, with the participation of the Department of Medical and Social Issues of the Family, Maternity and Childhood of the Ministry of Health and Social Development of the Russian Federation.

On the European side the project is run by an international consortium, which is headed by BMB Mott MacDonald (Netherlands) and includes Care (Austria) and AS/Tri (Netherlands). The project is being realized at the federal level and at the level of four pilot regions:
